DOVE

You choose the route of caution and dialogue. The threat of a Chinese military strike is just too great, and American forces have been downsized for decades. As President, you fear that the US military is not capable to respond militarily to the Chinese threat.

Therefore, you attempt to retaliate against China with severe economic sanctions with full UN member nation compliance.

China, however, is a member of the Security Council with veto power. You know you can tacitly impose UN sponsored economic sanctions because you have the support of most of your fellow UN member governments, but they will not be binding with a Chinese veto. Alternatively, you can let your Trade Representative work out bilateral and multilateral sanctions with other nations directly, circumventing the United Nations.
