Information Technology in Argentina

 

In October 1994, the U.S. National Telecommunications and Information Administration and the CNT signed a Memorandum of Understanding (MOU) regarding Cooperation in the Development of a Global Information Infrastructure (GII). The MOU initiated a collaborative and cooperative effort between the United States and Argentina to support andencourage the development of a GII. The MOU recognizes the five fundamental principles espoused by Vice President Gore when he announced his vision for developing a GII at the International Telecommunications Development Conference in Buenos Aires in March 1994. These principles include promotion of competition, private investment, a flexible regulatory environment, open access, and universal service. The MOU also emphasizes the economic and social benefits that a GII would stimulate.

Following the May 14 reelection of President Menem, Dr. Oscar Gonzolez, President for the CNT, resigned. On May 16, Minister Cavallo intervened, appointing Raul Aguero, Undersecretary of Fuels, as the CNT's trustee. In June 1995, press reports indicated that Cavallo was seeking to create a new government body for infrastructure, headed by his Secretary of Energy, Carlos Bastos. The proposed infrastructure organization would coordinate communications, energy and transportation policy.
