As discussed in the earlier IT section Privitization and Deregulation in GREECE, the Greek Government has begun a $5 billion modernization program that includes digitalization of Greece's entire communications system.(22) In addition Greece and Italy have entered into an agreement to directly connect the two nations with submarine cables, (See paragraph 4 in section: IT Usage in GREECE)
